    The local contribution and fee statutes to the drainage statutes (BGS/EWS) generally stipulate that property owners (and other potential fee payers specified in the statutes) must pay wastewater fees to the municipality for the wastewater volumes that are fed into the public drainage system from their property.

    The municipalities can take various permissible approaches to the specific determination of wastewater charges. For example, uniform discharge charges according to the so-called fresh water scale can be considered, as well as differentiated charges for precipitation and wastewater.
